From 2025, the Madrid City Council has introduced a new garbage tax, officially known as the Tasa de Gestión de Residuos (TGR) or Waste Management Fee for the collection, transport and management of waste generated.

Who Has to Pay the Tax: Landlord or Tenant?

This is one of the most searched questions: “Who pays the garbage tax in Madrid, the owner or the tenant?”

  • The property owner (propietario) is the person legally responsible for paying the Tax.
  • However, the owner can pass on (repercutir) the amount to the tenant if this is stated in the rental agreement.

So essentially, if you live in a neighborhood having a low recycling rate or higher property value, you’ll end up paying more as garbage collection tax (TGR).

Properties that are declared vacant or inactive commercial spaces pay only the Basic Rate, provided that the related declaration is filed before the 1st of March of each year.

When and How Can You Pay the Garbage Tax?

Starting September 8th through November, notices are being sent to individuals by the city council.

You can pay:

  • Online via the Portal del Contribuyente Ayuntamiento de Madrid
  • At authorized banks during the voluntary payment period indicated mentioned in your letter
  • From 2026 onward, the tax will be included in the general municipal tax register (padrón), and you’ll receive a collective annual notice.

Available Discounts and Exemptions

Madrid offers several reductions depending on your situation:

Families with 3 or more Children (with status of Familia Numerosa)

  • Between 10% and 90% discount depending on the property value and category (general or special)
  • Applies to your main residence
  • May be applied automatically if you’re registered in the home

Vulnerable Households (Minimum Basic Income IMV or Regional Minimum Income RMI)
